Joseph P. Newhouse is the John D. MacArthur Professor of Health Policy and Management at Harvard and a Research Associate of the National Bureau of Economic Research. An elected member of the Institute of Medicine and the American Academy of Arts and Sciences, he has served as the Vice-Chair of the Medicare Payment Advisory Commission and Founding Editor of the Journal of Health Economics.

Mending the Medicare Prescription Drug Benefit: Improving Consumer Choices and Restructuring Purchasing

This paper proposes a series of reforms to address the challenges facing Medicare’s Part D prescription drug benefit. These reforms include creating a standardized set of plans, increasing competition, and lowering prices paid for drugs.
