In today’s economy, the demand for new skills is high, but new training resources are limited. Meeting the needs of American workers requires directing resources to the most effective programs. Newly available evidence about which programs have the highest impact can provide guidance about how to best target these scarce resources. To continue improving the quality of training available to American workers, the states, agencies, and organizations that provide training should subject their programs to scrutiny and to run the types of experiments that provide rigorous evidence on cost-effectiveness and overall success.
