Leslie B. Samuels is Senior Counsel at Cleary Gottlieb Steen & Hamilton LLP, where he was a partner from 1975 – 1993 and 1996 – 2012.
From 1993 to 1996, Mr. Samuels served as Assistant Secretary for Tax Policy of the U.S. Treasury Department, and from 1994 to 1996 Mr. Samuels was a member of the President's Committee on the Arts and Humanities and he served as Vice Chairman of the Committee of Fiscal Affairs in the Organization for Economic Cooperation and Development (OECD).
Mr. Samuels received an LL.B. degree, magna cum laude, from Harvard Law School, where he was an Editor of the Harvard Law Review. He received an undergraduate degree from Wharton School of Finance and Commerce at the University of Pennsylvania in 1963. Mr. Samuels was a Fulbright scholar at the London School of Economics.
Mr. Samuels is a director of the Roy Lichtenstein Foundation and is a member of the advisory boards of The Hamilton Project, The Tax Policy Center and NYU’s Center for Global Affairs. He is a member of the Council on Foreign Relations. From 1980 to 1993, Mr. Samuels was a Member of the Board of Directors of the Lower Manhattan Cultural Council.
