In this policy memo, Amy Ellen Schwartz and Jacob Leos-Urbel propose that the U.S. Department of Labor distribute federal grants to states for municipalities to provide summer employment to disadvantaged youth, first through a pilot program and then through a nationwide expansion. This proposal, targeted at low-income youth who are enrolled in or have recently graduated from high school, aims to increase school attendance, improve educational outcomes, and reduce violent behavior and crime.
