Michael A. Stoll is Professor in the School of Public Affairs, and Associate Director of the Center for the Study of Urban Poverty, at the University of California, Los Angeles (UCLA). He received his Ph.D. from the Massachusetts Institute of Technology (MIT) in Urban Planning and a BS in Political Economy from the University of California, Berkeley. He also served as a Visiting Scholar at the Russell Sage Foundation in New York City. His main research interests include the study of urban poverty and inequality (specifically the interplay of labor markets, race/ethnicity, geography and policy), and crime and prisons

On May 1st, The Hamilton Project at Brookings will host a forum and release three new papers focusing on crime and incarceration in the United States. Former U.S. Treasury Secretary Robert E. Rubin will deliver opening remarks, and Senator Richard Durbin (D-IL) and Senator Mike Lee (R-UT) will join the forum to discuss the Smarter Sentencing Act of 2014, which was recently passed by the Senate Judiciary Committee with bi-partisan support.

The United States incarcerates people at a higher rate than any other country in the world. Large increases in the U.S. incarceration rate over the past three decades have decreased crime but generated substantial costs. In this paper, Steven Raphael and Michael Stoll propose reforms that would reduce incarceration while maintaining a low crime rate.
