In this policy memo, Sheena McConnell, Irma Perez-Johnson, and Jillian Berk offer proposals to help disadvantaged adult workers with the skills necessary to succeed in the labor market. The authors call for an increase in funding in the Workforce Investment Act Adult program. They also propose a series of four steps that state and local workforce boards can take to better assist disadvantaged adult workers in obtaining skills.
