Michael S. Barr is the Roy F. and Jean Humphrey Proffitt professor of law, and professor of public policy, at the University of Michigan, and a nonresident senior fellow at the Brookings Institution. From 2009-2010, he served as the assistant secretary for financial institutions at the U.S. Department of the Treasury. He co-authored a discussion paper for The Hamilton Project in September 2008.
