Ted Gayer is Head of Research and Policy at JPMorganChase, leading the firm’s efforts to develop research and policy insights that advance economic growth, expand opportunity, and strengthen America’s economic future. In this role, Ted brings together the firm’s data, analytical capabilities, policy expertise, and business insights to inform public policy, support clients and communities, and elevate JPMorganChase’s leadership on issues critical to the American economy.
Prior to joining JPMorganChase, Gayer served as President of the Niskanen Center, a Washington, D.C.-based think tank focused on strengthening American institutions, improving government effectiveness, and advancing prosperity through pragmatic policy reform. Before Niskanen, he spent 13 years at the Brookings Institution, where he served as Co-Director of the Economic Studies program, Vice President and Director of Economic Studies, Executive Vice President, and Acting President.
Gayer has also held position in government and academia. During the George W. Bush administration, he served as Deputy Assistant Secretary for Economic Policy at the U.S. Department of the Treasury and a Senior Economist at the President’s Council of Economic Advisers. Earlier in his career, he was a professor of public policy at Georgetown University. He has also been a Visiting Scholar at the American Enterprise Institute and a Visiting Fellow at the Public Policy Institute of California.
Gayer has written extensively on public finance, environmental and energy economics, housing, tax policy, regulatory policy, and the economic outlook. He is the co-author, with Harvey Rosen, of the textbook Public Finance, and has testified before Congress on economic and policy issues.
