Kathleen is a policy advisor at the Tax Law Center at NYU Law. She works on a variety of tax policy issues, including tax administration and the design of refundable tax credits benefiting low- and moderate-income families. Most recently, she served as a policy advisor at the U.S. Treasury Department’s Office of Tax Policy. She also previously worked as a legal research associate at the Tax Law Center and a research associate at the Center on Budget and Policy Priorities.
Kathleen holds an M.P.P. from the Ford School of Public Policy at the University of Michigan and a B.A. in Public Policy from the College of William & Mary.
